How exactly do the scammers use real numbers for temporary and when you go to call the scammer back its a actual number for the irs or ssa I’m confused on how that works?

If you are using a call back number that comes back as the real IRS, you’ve not contacted a scam, you’ve contacted the IRS. Scammers spoof temporary numbers that seem local to make you pick up. Spoofing technology is nothing new and unfortunately costs them nothing, but they definitely get blocked from using government numbers and wouldn’t be able to use the IRS phone number as it would be preregistered to a preexisting permanent line.
