I was just thinking about this and I really couldn’t think of a reason. Why are scams regional? Most tech scams are out of India. Most PCH scams are out of Jamaica. Most government loan scams are out of Nigeria. But why? These scams could be run from anywhere. We should see no pattern to the origin point of these scams, but we do. Does anyone else think about this or is it just me?

I can explain about India.
Many folks speak English, so lot of jobs were outsourced to India. Many western companies stopped outsourcing. That resulted in vacant call centers. That gave an opportunity to scammers who used the existing call center infrastructure at very low prices.
